Back in the old days before ballpoint pens, you had to dip your pen into a vial of ink. Many times, the ink would make a big blot on your paper as you first set it down. So then people devised ink blotters that you would dab your pen on before putting pen to paper. Some blotters were advertising, some were pinups, and some were Christian themed.

This particular example is from Faith, Prayer, and Tract League out of Grand Rapids, Michigan. Silent Evangelist no. 111 quoting Acts 3:19 and Isaiah 1:18.
